#9c3: Management should be well-defined.

The role of leadership is to inspire. The role of management is to execute. Leaders may exist at all levels, and their role as a leader may not necessarily be formalised. But management should be well-defined.

Within each organisation there should exist a clear chain of command: unambiguous lines of reporting, accountability, and ultimate decision-making power. This is formal management. When management fails, the remedy is generally not less management but better management.
