Reference #470: Organizational Culture and Leadership

Every group has to go through Tuckman's stages of group development. They must answer questions of inclusion, identify, authority, and intimacy. Before expecting the group to be fully engaged with their task, you should provide opportunities (such as reflection and informal activities) for these questions to be answered.
