Reference #383: Thinking in Systems

A well-meaning intervenor can cause a system to become dependant on them.

If, by applying their short-term solution, the intervenor undermines the capacity of the system to maintain itself, they create the trap of dependence. They continually need to apply more of their solution (by picking up the slack, providing help) to maintain the system.
