Reference #36: An Elegant Puzzle


To balance team utilisation, prefer to shift scope (responsibility) rather than people. This can be done rapidly to improve slack, by moving scope to a team with too much slack and away from a team with not enough.

This "shift scope, not people" approach has several advantages. First, keeping a team intact means less disruption and less re-gelling cost. Second, if a change in scope doesn't work as intended, it is an easily reversible process.
