Disassembling high-performing teams leads to a global loss of productivity. This is an argument against re-allocating team members to where the highest urgency is.

Rapid hiring into high-performing (innovating) teams, on moving members around, occurs a re-gelling cost which lowers productivity for a time.

Instead prefer to hire rapidly into teams weighed down by technical debt.
