There are at least three classes of solutions within an organisation: process design, culture change, and organisational design.

Process design can solve problems cheaply and quickly, but won't solve all problems.

Culture changes works to permanently solve a problem and takes a long time.

Organisational design sits in the middle; it is a stronger force than process design and acts more rapidly than culture change.
