Organisational learning happens in the middle of an organisation, at the level of middle management.

Top-level leaders are not focused on daily operations.

Frontline workers are often constrained by organisational boundaries and rarely have the power to effect change.

As such, successful learning organisations are always characterised by strong middle management.
